Thank you for your response. I have tried the solution provided in the link in my first posting and it didn't work - and I have followed the instructions step by step.
When you say you can update the design of bookmarks.nsf programmatically, is there another way, other than how the link I posted describes?
Our executives just don't like Notes. We don't want to give them any additional reasons not to like Notes and, therefore, we bend over backwards to make anything they request in Notes as easy and as seamless as possible.
I referred to the inability to distribute smarticons as a bug because of Jay Rosenthal's entry:

We really don't want the smarticon (toolbar) to be distributed to everyone, however, because we could find no other simple solution, we decided to go ahead and try to update the template and only refresh the design of those who need the change.
Any ideas?
By the way, the smack the penguin game recommended on your site the other day was a riot. Thanks for the fun over the weekend.
